Public comment requested: Permanent and Total Disabled Veterans Exemption

The Fairport Board of Education is seeking public comment and feedback on the potential adoption of the Permanent and Total Disabled Veterans Exemption.
This public comment period is from Wednesday, October 21 to Wednesday, November 11. District residents can email District Clerk Sarah Driscoll at <Districtclerk@fairport.org> with comments, feedback or questions regarding this matter for the Board's consideration.
Recent legislation allows municipalities the option to offer a new property tax exemption for eligible veterans who are considered by the Department of Veterans Affairs to have a permanent and total disability as a result of military service. If offered, this exemption will take effect for the 2027-2028 school year.

The Town believes that the vast majority of veterans would not qualify for the new exemption. The Director of Real Property Tax Service at Monroe County reports that the District would need to adopt some level of the Veterans Exemption to qualify.
- If adopted and if all eligible residents are approved, the total estimated loss of assessed value for the Permanent and Total Disabled Veterans Exemption is $38,707,200. This would cause an estimated tax increase of $35-$38 per year for a home valued at $400,000.
- If the District elected to adopt the lowest level of the Veterans Exemption, the total estimated loss of assessed value for the lowest level of the Veterans Exemption is $11,316,735. This would cause an estimated tax increase of $10-$12 per year for a home valued at $400,000.
In total, and if adopted, both exemptions could cause an estimated assessed value loss of $50,023,935. This would cause an estimated tax increase of $45 to $50 per year for a home valued at $400,000.
The main residential exemptions the Town of Perinton administers for school districts are:
- Basic and Enhanced STAR
- Veterans (Wartime, Combat and Disability)
- Limited Income (Senior Citizen and Disability)
- Volunteer Fire/Ambulance
- Clergy – Reduces the assessed value of a qualifying primary residence by $1,500 for eligible active or retired religious leaders and their unremarried surviving spouses.
